We are now seeking a Public Tender Project Engineer to strengthen our ability to win public tender competitions and expand our municipal partnerships.
Role Overview
The Public Tender Project Engineer will be responsible for preparing, organizing, and submitting competitive tender documentation for public procurement competitions, while also supporting technical study design related to municipal waste management services. This role requires strong analytical skills, attention to detail, and a solid understanding of public procurement requirements. The successful candidate will ensure ENSER’s submissions are accurate, compliant, and strategically positioned to maximize competitive advantage.
Key Responsibilities
· Analyze tender announcements, identifying requirements, deadlines, and evaluation criteria.
· Prepare and submit complete tender documentation, ensuring full compliance with legal, technical, and regulatory requirements.
· Draft and review technical and financial proposals in collaboration with management, operations, and legal teams.
· Design and document waste collection studies, including fleet sizing, route planning, manpower allocation, and operational cost analysis.
· Optimize collection routes and simulate scenarios to maximize efficiency, reduce costs, and ensure environmental compliance.
· Highlight ENSER’s expertise and competitive strengths in tender submissions.
· Maintain structured records of past tenders, study templates, project deliverables, costs, and best practices.
· Monitor developments in public procurement regulations and environmental legislation, updating processes and documentation as needed.
· Manage strict timelines, ensuring punctual preparation and submission of tender applications and supporting studies.
Qualifications & Skills
· Bachelor’s degree in Engineering (Chemical, Civil, Mechanical, Environmental, or related field).
· Ideally 2–3 years of proven experience preparing public tender documentation.
· Strong knowledge of public procurement processes, regulations, and compliance requirements.
· Excellent organizational and project management skills.
· High attention to detail and accuracy.
· Strong written and verbal communication skills (Greek and English).
· Proficiency in MS Office and document management systems.
